You didn't say the statement was foolish or it was not. You said that "it should not be viewed as foolish but rather, as an exercise of his right to free speech". The way you stated it implies that an exercise of free speech can not be foolish and/or that calling something foolish infringes on free speech. I guess you didn't mean to imply either but your wording was very odd if you just meant to say "his statement wasn't foolish".

Haven't we been here before? Wasn't the Bush administration complaining the UN wasn't going to give the US the resolution Bush wanted?

They didn't give Bush the resolution he wanted.
