You'll notice the "to have sent": the NASD writes, "To be able to conclude the NASD's review within a reasonable period of time, comments must be received by February 16, 1998."

I'm going to email them anyhow; I think the basic rule is fine, but that ADR's which are current in their filings with local authorities should be quoted. E.g., I don't think I can get VLKAY (Volkswagen, only the largest car company by sales in the world).
