Spending is what the government is supposed to do in severe contractions to make up for a private sector which is unwilling or unable to spend.

It's a stop gap measure until the economy starts growing again.

That's why the Republican plan of putting a freeze on spending is so nuts. We probably need another stimulus since the first was written before the downward gdp revision of Q4. We now know the situation is even worse than what we thought.
