Yep. Not just that. His whole approach to everything is to issue threats. That he often doesn't follow through when he can't get key people to enforce his threats so it makes him look weak and feckless, but he still blusters and threatens. Sooner or later, someone with ambitions will carry out his threats. Which at the moment includes his entire cabinet and most of his appointees. Which now includes things like the FBI, the IRS, the DOJ and ICE.

Oddly enough, this has been less effective internationally.
