I think the genetic bonding and the cultural bonding go together. Jews spent a long time marrying just other Jews. Accepting the sons of Jewish mothers as Jews was not done to tolerate intermarriage so much as to accept the children of rapes into the community.

Jews who intermarry are not likely to stay Jews for much longer. Their children, maybe. Their grandchildren, doubtful. In the US, the group of people who self-identify as Jews will become smaller and more religious.
