They go hand in hand. Repressed people stay poor. There isn't a prosperous industrial economy anywhere in the world that has a repressive government. China has taken a huge step by abandoning it's command economy and embracing capitalism. Now it needs to embrace freedom of information, freedom of movement, freedom of assembly and freedom of expression. There can be no creativity otherwise.
