It's not being used as a land deed. The Zionists bought as much land as they could (local landowners made a killing), then in the aftermath of 1948 inherited control of the government owned land from the British. The thing that makes it complicated is that 80% of Palestine has been government-owned since Ottoman times. I have read that this was a function of the high rates of land abandonment under the Ottomans due to their high taxation rates and general misrule.
