Along with the global rise in ocean temperatures. Which, back then, the measured 17cm or so rise in sea level since 1900 was attributed to thermal expansion of the oceans. But that was before ICESAT. Glacial retreat had been noted in some mountainous regions, but it was a mixed bag. Greenland seemed stable and it was difficult to get measurements in Antarctica.

With ICESAT and its follow ons during the 1980s, we learned that glacial and icesheet melting was more than was realized.
