Nope. When the Constitution was written, healthcare consisted of herbalism, midwives and barbers.

If you got sick, you went into the woods and found some plants and herbs and maybe make a tincture. Odds are though, you were going to die. Need surgery or be stitched up? See your barber. Odds are though, you were going to die.
