This is very revealing. I read and enjoyed the article.
But your comment and only the title... hmmmm?????

I will assume you read the article and taking that and the fact your summary is >>>>"Damn litigious politicians" and it's meant negatively.

What does this reveal.
1. You don't understand the proper role of the three branches of Government.
2. You really thing that a budget bill should also be used to also effect speed bumps on a particular road.
3. You have zero common sense.

TALLAHASSEE -- Gov. Jeb Bush filed a lawsuit Thursday accusing legislators of illegally using the budget to change state law.

Bush said seven mandates lawmakers wrote in the 2001-02 budget, from requiring Leon County to remove speed bumps that lie en route to the Tallahassee airport and universities to reserve medical school slots for military academy graduates, are unconstitutional.

"When the Legislature misuses the appropriations process this way, it essentially forces me to choose between two unacceptable alternatives: veto an entire appropriation and jeopardize the important programs it funds, or accept the appropriation along with the unlawful conditions," Bush said in a statement released Thursday.
