It is pretty clear why Trump wants to do this. After all, branding is his thing. Unlike, apparently, actually doing useful stuff. He wants to be a wartime president, just like Dubya. Now a virus is just as good as terrorism, I suppose. But it is better if there is a face. A non-white one if possible. So, enter China. Being able to hang that on Biden is even better.
