There is a vast difference between illegal spying / electronic surveillance (incl top secret ops and setups) and background checks.

I believe background checks are performed on all presidential candidates.
If something were to come up, then it would likely be leaked so as to eventually cause the candidate to be unviable (e.g. Gary Hart).
No need to spy on Presidents nowadays - all calls are recorded and archived (e.g. Trump's call to Ukraine, leading to a deep state impeachment effort).

And yes, something fishy happened with JFK.
Wasn't one lone gunman, but figuring out what group of people was responsible is a guessing game.
Lots of motives, including the mafia.
