If I read the statement correctly there are actually two complaints (one from AMD and one from VIA). One of these (probably that from VIA) has been withdrawn. AMD's complaint consists of two points: The first is that Intel's "Intel inside" campaign is against European law. The commission has dismissed that claim. The other claim is that Intel is abusing it's "monopoly" power to prevent other CPU manufacturers entering certain market. That claim hasn't been decided yet. There are two possible outcomes: Either the commission will dismiss it too or they will open a formally inquiry against Intel. I guess we'll soon find out.
