On the other hand this has little to do with the logic underlying the issue.

The underlying issue, as best I understand it, is one of privacy, of wanting to lead a cloistered life. But rather than retreat to a physical enclave, one wants to lead that life in the midst of another culture, a very exuberant and active culture. Instead of marble cloister walls we have the niqab as the screen of privacy. This is not a absolute religious requirement but a cultural adaptation to enable a more righteous life.

I would think that would be something the broader culture would want to accommodate as much as possible although I don't know that it is strictly a matter of religious liberty.

Regarding the picture on the driver's license, It seems to me that one could reasonably be allowed to drive without a picture. I've managed to drive for forty years without ever having to show my driver's license to a cop. OTOH, I don't think it would be adequate for renting a car or getting on an airplane and I would understand why a business might not accept it for cashing a check. I also think that if she has an accident because her field of vision was limited, she shouldn't try to avoid accountability for it.

When people make the choice to express their privacy and piousness in such a way, I think they should expect their choice to be respected. But they also need to recognize that they have made a lifestyle choice and the world need not ignore any legitimate requirements to indulge them.
