I am thinking of situations like this: Scotland strives for greater autonomy within the UK, and UK, at the same time,is a leading member of the European Union. Scotland has a stake in preserving the UK, because it has more clout in tandem with England and Northern Ireland than it would alone, dealing with Brussels. As for the "intermediate supra- national but regional institutions", I have read that there are associations linking economic regions, for example, northwestern Italy and southeastern France, although I have not followed the issue much........ |
