This completely wrecks any deterrence aspect since it promotes the idea that the state will kill you if it wants anyway so why worry about the reason it picks.
That is total crap. For that to be true, there would have to be no correlation between guilt for a capital offense and execution. Since most people never commit a murder, random selection would mean that MOST people executed are innocent.
