I think sebl was just informed late last week or early this week. Normally (I know sebl's not normal) when a vendor wins a deal it takes a few weeks (or more) to hammer out the contract details, then they would put the press release out. Aggressive press releases without permission have been known to delay deals or even deep six them. I'll bet Microsoft wants a pay-as-they-go contract while sebl wants the whole deal up front. It could take a while. My guess is that it will be great PR in the short run, but MS will never be a good reference or site visit.
