You are missing the point. Clinton had real 10 year projected surpluses of $5 trillion. The combination of 9/11, two Bush wars, two Bush tax cuts, and one Bush drug plan not only wiped out those projected surpluses, but resulted in a doubling of the debt and a projected 10 year deficit of $5 trillion. So exiting his Presidency, Bush had $5 trillion in projected deficits.

If you want to see how well a President did in managing the budget, you need to understand what he inherited and what he passes on to his successor. By that measure, Bush sucked hard.

Now for Obama, we know he inherited a $5 trillion projected deficit. He's now turned that into an $8 trillion projected deficit. Let's see where he stands in 2016. If he exits his 8 years with a $5 trillion projected deficit or less, then we can say he did no further damage managing the budget. If he reduces it, then he did a good job. If he exits with higher than that, then we can say he contributed to our fiscal insanity.

He's trending towards fiscal insanity right now. That much we can already say.
