The point is that one difference between TR and GW is that GW make more efforts to seek international approval then TR ever did or would have if he faced a similar situation.

You are 100% correct. TR would NEVER have considered the interests of other nations before doing what he thought was right for the United States.

I think that Bush, while willing to allow the UN to have its say, feels basically the same way -- as long as THEIR interests don't conflict with OURs, great. But if there is a conflict, we'll do what we have to.
