Now health care rationing may indeed feature such distribution and control over it, but such a central pot is in now way necessary for, or even strongly connected to, the idea of rationing. I agree that the public pot for rationing is unique to health care. I am assuming that we agree that ration books are an unlikely mechanism for rationing health care.
