No such thing as a mistake-free war. The number of "accidental" casualties is always high. Guard pilots go through the same flight schools and aircraft and weapons systems qualifications as the active duty types. Many guard pilots are, in fact, former active duty flyers. No one gets to practice enough. Not enough money to buy gas and weapons. Getting harder and harder to find places to practice due to political and environmental issues. Simulators are great but nothing replaces the real thing. If this guy was trigger happy, he wouldn't be the first. None of this meant to brush off the tragic consequences of these actions.
