32 bit windows uses a segmented addressing scheme with a base and offset similar to that used by 16 bit DOS and windows.

If you'll recall, even the 16 bit 8088 had a physical address capability of 20 bits (64K).

32 bit windows presently supports 36 bit addressing in the Advanced Server version, for 64 Gigabytes. Regardless, there is already OS support available in Windows and Linux for AMD's X86-64.
