Seems like a good reason for companies on the borderline to fire a few people. Just some unintended consequences....

Also, as opposed to companies investing all their energy in being efficient and competitive, the more and more energies have to be diverted into compliance with ever growing regulations. Which, for many companies that are on the verge of going under may be the straw that will brake the camel's back... Resulting in more job losses, in more people instead of contributing tax dollars, will be collecting government handouts - now including medical care hand out.
