When it comes to pork-barrel spending in Congress, the new bosses aren't much different than the old bosses.

Democrats who took over this year pledged to curb excessive spending on pet projects under their Republican predecessors. So far the overall price tag for such projects has dropped, but thousands have found their way into legislation, and more are coming.

There's nothing inherently wrong with members of Congress, who are accountable to voters, dictating spending. And Democrats, to their credit, have made the process more transparent. But it still skews toward veteran lawmakers and low-priority projects.
A fairer spending process that doesn't neglect existing facilities, such as aging highway bridges, would really be a welcome change
