Formerly responsible citizens will allow their health care coverage to lapse and adopt the same wait-and-see attitude.

For millions of people going uninsured would become the financially prudent decision. That's the problem with top down socioeconomic engineering - can't foresee everything. Before long, it becomes necessary to begin fixing things and start closing loopholes. Of course, inventive minds will find new ones - in the new regulations.

Does all this jeopardize the positions of social engineers and bureaucrats? To the contrary. The more problems they generate, the more new well paid fixers they need to hire. More promotions take place.
