I have very mixed emotions about public funding for art. On the one hand, it pretties up the environment. On the other, I have to pay for it, whether I like it or not. On the artist's hand, money usually comes with strings. If it doesn't, the taxpayers should revolt.

Having free money like Alaska did after the pipeline started flowing is probably the best way to waste money on art because nobody really cares.

Art should stand on its own two feet. If it doesn't, we don't need it.

I'm pretty sure that it does (stand on its own two feet). Unfortunately, the artist might not live long enough to benefit from his own work.
