Negroponte reluctance, according to wsj editors is exposing russia and france contributions to help Iraq prior to war. He feels he needs Russia and France cooperation right now with Iran and Syria.

Apparently Bush and Hoekstra finally convinced Negroponte to release some of the documents.

Stephen Hayes says US troops have captured 2 million documents, stored in Doha Qatar, and currently 4% have been translated at a snails pace. Hard to say what will find, but some documents seen already are considered to be quite interesting. At the least, "the new material will at least complicate the overly simplified conventional wisdom that the former Iraqi regime posed no real threat." Interviewed by Hugh Hewitt, Stephen Hayes says "the tape of a Saddam official saying nuclear wmd being transported out of the country will probably get a lot more attention".

Finally
Though crucial details have yet to be resolved, the Bush administration has decided to release the documents.
