Every large business in america has done (or is in the process of doing) exactly that.

It's known as a liquidity trap. Look to japan for an example of what happens when the govt doesn't dare raise rates for fear of bankrupting 99% of companies who have adjusted to the biz model of free money.

There really is no way out except for systemic collapse.
