Bush's political problem is that the cash that goes into those investments is largely sitting on the balance sheets of the big companies. Olstein on CNBC just mentioned $1 trillion cash among the non-financial S&P companies.

The investment money is not trickling down to more jobs and better wages, certainly not enough to justify borrowing the money to compensate for the tax cuts. It is, in effect, borrowing money to let the rich have more. And I say that as someone who benefits from the setup. Bad policy.
