If you want to be pessimistic, let me clue you in on Kerala, All the Utne reader types love the place, women men and labor and capital are so damn equal here that there has n't been any investment here for god knows how long. Kerala is the world's biggest welfare state because every keralite has to ship out to find a job, preferable in the middle east, then he comes back pours all the money into concrete and lives happily ever after. As for Chennai and Madras, try counting the names and spellings Beijing has had. Bihar is a tough neighborhood, heck all of India is. But the southern states have highly educated populations, and Gujarat and Maharastra on their own could probably go toe to toe with a Belgium or Spain. Haryana Punjab Rajasthan and Western UP have access to New Delhi taxing power.
