As the old non-ironic tag goes, "Quis custodiet ipsos custodes"...

Hopefully, as a press secretary, he wouldn't have had secure information access. Imagine if he'd had TIA at his fingertips, to check for juveniles arrested for sexual misdemeanours (and hence probably willing to go along), never mind being able to monitor their (or their parents') whereabouts...
And imagine what a blackmail target he might have been.

Mind you, he's obviously quite staggeringly stupid. Serves him right.

More worrying, though: what kind of people are likely to want to work in surveillance, and who might get turned on (as it were) by access to so much of other people's personal information.
