I see. So the fact that he aggressively invaded another sovereign in '91, agreed as a condition to the ceasefire to disarm, then welched on that agreement, that doesn't put the responsibility on HIM?

How stupid are you? That was over ten years ago. He has been contained since then. Your argument is specious and your continued insistence on that argument makes your intentions very suspect.
