Neither did Saddam. He backed out. Furthermore, Panama was never part of the U.S., whereas Kuwait was carved out of Iraq to keep its oil in British hands.

The U.S. committed numerous invasions in the past. Thus, it disqualified itself from being an authority on the matter. Kind of like the way felons aren't allowed to vote. By the way, the U.S. invasion of Panama was virtually simulataneous with Iraq's invasion of Kuwait. And it was precisely simultaneous with the CIA presence in Kuwait, which was part of the setup of Saddam.
