I will be interested in what they do about requiring every American to submit a tax return so they have a complete set from which to do the verification.

Unfortunately, Congress doesn't think about such things as it is locked in a back room drafting the legislation.

Most tax bills are drafted by the Staff of the JCT, and they are well aware of the implications of the bills. But something like this, I just don't think they'd have had much, if any, input.
