From a purely symbolic point of view, it should have been rebuild by now, and taller. That dead hole is not sending a message to our enemies we want them to get. Though I understand the practical difficulties with a project of that magnitude. Doesn't sound like they'll be starting it any time soon. Hopefully, rebuilding the tower and time will help.
