There is no guarantee of preventing some terrorist attack. But the fewer investigative constraints, and the more expeditious the response to alarming signals, and the less likely it becomes that we will become Israel, suffering a slew of bombings at a rapid pace. It is idle to pretend that there is no trade- off between security and rules against aggressive policing, and it is idle to pretend that living in continual fear of a rash of attacks is more desirable that some curtailment of accustomed safeguards at the margins..........
