Nowhere has enough manpower at the prices that people charge for labour. There's an infinite amount of things people want done. They simply don't have enough money to pay other people to do those things.

I'm short of 1000 employees but that's because I can't afford them.

I don't want millions of third world jihadists giving cheap work for somebody and inflicting all the costs and problems on me.

That's called concentrated benefits and diffuse costs or transferring public assets to private use.
