If Turkey is out, I was figuring the next staging area in q friendly country would be Italy but I think there is one in Cyprus which is closer.

If Turkey is out (which they aren't) the "staging area" would be Kuwait. The first action in the war would then be to capture a base in northern Iraq from which to work.

Not as convenient, but not a big deal, either.
