How in the world will anyone know if and when Iraq is having a civil war? Now the admin is saying that foreign fighters make up a tiny (and how would they know anyway?) fraction of the insurgency with the bulk being made up of Sunnis. At any rate, there are Iraqis fighting Iraqis so isn't that civil war anyway? Does everyone in the country have to pick a side for it to be one? It's very confusing and a bit of semantics anyway.
