mq, go read the latest Foreign Affairs article (available online), which describes how the Iraqi regime judged events in 2001, 2002, and 2003. You will find that rationality was not Saddam's strong suit, and most of the big intelligence mistakes we made were from assuming that Saddam was too rational, not too irrational. Now, this wasn't all Saddam's fault, as he thought that Iraq was about 10 times stronger than it really was, because that was what he was hearing from his underlings.
