Optical Groundwire -- a last mile technology?

This is a product by Simplex Wire and Cable, which is a subsidiary of a publicly traded company -- I forgot which. The idea is to wrap an electric power cable around some optical fibers.

Beauty of this approach is that electric utilities can install these cables to the home (or commercial site, more likely) and make a profit on the deal because of rate setting. Once installed, BINGO, the site has a full optical fiber last mile connection.

Once you have optical fiber to the home, all bets are off. There's no limit to the bandwidth you can provide.

Question is will public service commissions allow regulated utilities to raise rates in order to install optical ground wire. Anyone know?
