I've been wondering what you would do about those who don't file returns. Now I see that you would just let them slide. Are you assuming that folks who don't file returns are too poor to be required to buy health insurance so they wouldn't owe a penalty? Don't worry. Most of them are filing to get their "refundable" Earned Income Tax Credits. Basically, welfare payments.
