It brought a measure of personal fiscal responsibility to the program which meant that seniors actually had a stake in their own medication management. The other component was the privatization of it.

These two things together caused seniors to carefully evaluate alternative plans and choose the one that worked best for them, recognizing that there is a cost to them for their actions. Meanwhile, private insurers cut deals with drug manufacturers to keep costs down.

Without the D.H. seniors need not even concern themselves. That $150/month fish oil supplement to treat a number that is a little out of whack (and hasn't been shown to matter)? Who cares?

That the Rs didn't stand up and fight this measure is a crying shame.

What's even more sad? I opposed the program originally, but warmed to when I saw how well it worked. I would never, ever support such a program were it to come up in the future. Because you know, after five or so years, the Ds will turn it into a raging money sink.
