Rightly or wrongly, I believe Clinton was doing all that in order to court the Jewish vote in the US to help Hillary get into the Senate.

You see, as the Israel Lobby (AIPAC) had more or less achieved "kingmaker" status, it was vital to get their support for Hillary. Furthermore, as the Republicans were relentless in their attacks on him, he probably felt it helps to have the Lobby on his side.
