It seems we might be talking about two different things. I thought you were asking about power management on the CPU level, but it sounds like you are talking about power management on a system level. In that case, I doubt system level power management will find its way into CPUs any time soon, but I would definitely expect CPU level power management to become increasingly complex as CPUs mature and have to deal with the power densities found in high frequency designs.
