russ, re: the Stratfor Summary.

a questionable factoid on the report about the recall of IRR forces after the Tet Offensive. If this did indeed happen I suspect it was very limited.
As I remember, armed service commitment consisted of a total of 6 years (ex: 4 yr enlistment active/2 yr IRR, 2 yr active/4 yr IRR...commonly called 'the reserve').
After my College GPA dropped to 1.97 (2.0 needed to keep your deferment) I found out my 'letter' would arrive Jan 22 '66. I hustled to enlist in the 'reserve'...Navy, Air Force, & Coast Guard (I was no hero!<G>). There were no slots available for years. Luckily (I thought) my education got me into the Group 8 section of the Navy (the SeaBees) as an Engineering Aid, but only on a 4 yr enlistment.
I extended my tour in VN so that I wouldn't have enough time left in service to be sent back. In the meantime, the Navy allowed those lucky enough to be in the Group 8 'reserve' (with only a 2 yr active duty commitment) to serve 1 year in VN and then be freed of the 2nd year active duty.
Indeed, at least in the Navy, if you returned from VN with less than 8 months left on active duty you were allowed to be separated from active duty (the remaining time added to IRR to fulfill the 6 yr total commitment).
As a side note, Marine 'reservist' were never called to active duty during the VN 'conflict'.
