This should get better in the future . Formerly, foreign companies were exempt from electronic filing.
Starting November 2002, they are required to file electronically, so more information (e.g. Form 20-F)
should be available via EDGAR.

On May 14, 2002, the Commission issued Release No. 33-8099 to require
foreign private issuers and foreign governments to make their filings
