Forgery is an issue. Always has been.

I would like to see the government require each immigrant (legal or illegal) be required to carry a special ID card until they attain citizenship.

My thoughts were that this card would work like a visa or m/c. Use the three numbers on the back of the card to verify if the cardholder is who they say they are.

For instance, assume that someone steals the identity of a good guy's card and then presents this as proof of their personal identity. The card number culminated with the three digits on the back side of the card would reflect the good guy's history for say 5-10 years. Data like: a citizen for x years, works at (blank), age and ethnicity, home telephone number, accurate description of the card holder etc. etc. The immigrant would have to do a prove up on the card.

Make it a federal law which if violated sends you back from where you came and penalizes any legitimate attempt return for x years.
