We will never have 100% fail safe precautions to stop a problem, and there will always be someone new. Forget terrorists, how about the guy that loses his job, and decides it's your fault?

The defensive measures to take, i.e. checkpoints or whatever you want to label them, is what I mean by the best we can. that will prevent a lot or almost all of it. but the problem will always be there lurking, waiting to appear.

Now going after the terrorists, is a seperate problem, needing a seperate solution. Blending them together will result in what I think we are all seeking.
I do not agree with the idea of nukes or other weapons similar in destrucive capabilities, I think the problem necessitates ground troops, to accomplish the goal properly.
