Tinkering with a broken system will yield short term fluctuations in results. The entire system is broken and needs to be redone from scratch. Preferable it would be redone without government involvement. When individuals control their own healthcare, they make the most rational personal healthcare decisions. Anyone who thinks that a government or corporate bureaucrat can make a better healthcare decision by policy than an individual patient can is not fully possessed of their mental faculties.
